      The Senate Budget and Appropriations Committee reports favorably and with committee amendments Assembly Bill No. 2970.

      As amended, this bill requires the Department of Labor and Workforce Development (DOLWD) to undertake the electronic transmission of an individual’s wage, employment, and unemployment compensation records and information, and any other records related to that individual’s employment maintained by the department, upon the request of that individual, to any third party or vendor authorized by the department to receive and transmit the information.

      The department is permitted to contract with third parties to effectuate the provisions of the bill.

      As amended and reported by the committee, Assembly Bill No. 4740 is identical to Senate Bill No. 2970, which was also amended and reported by the committee on this date.

 

COMMITTEE AMENDMENTS:

      The committee amended the bill to remove language requiring DOWLD to provide to any person, upon that person’s written to provide to an individual, upon the individual’s request, the employment records of that individual free of charge. 

 

FISCAL IMPACT:

      The Office of Legislative Services notes that the Department of Labor and Workforce Development will incur an indeterminate amount of annual costs to provide for the electronic transmission of a person’s employment records to a third party or vendor.  The department is authorized to enter into an agreement with third parties for this purpose.
