SYNOPSIS

†††† Provides one-year waiver of certain MVC fees imposed for driverís licenses and non-driver identification cards.

An Act concerning fees for driverís licenses and non-driver identifications.

 

†††† Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

†††† 1.††† a.† Notwithstanding the provisions of any law to the contrary, including, but not limited to, R.S.39:3-10, section 4 of P.L.2001, c.391 (C.39:3-10f4), section 22 of P.L.1990, c.103 (C.39:3-10.30), and sections 4 and 6 of P.L.1980, c.47 (C.39:3-29.5 and C.39:3-29.7), during the period beginning October 1, 2022 and ending September 30, 2023, the Chief Administrator of the New Jersey Motor Vehicle Commission shall waive the payment of fees for:

†††† (1)†† the renewal of a non-driver identification card pursuant to section 4 of P.L.1980, c.47 (C.39:3-29.5);

†††† (2)†† the renewal of a commercial driver license pursuant to P.L.1999, c.103 (C.39:3-10.9 et al.);

†††† (3)†† the renewal of a motorcycle license or endorsement pursuant to R.S.39:3-10;

†††† (4)†† the renewal of a basic driverís license pursuant to R.S.39:3-10; and

†††† (5)†† the digitized photographs required for the issuance and renewal of each license or non-driver identification card.

†††† b.††† During the period beginning October 1, 2022 and ending September 30, 2023:

†††† (1)†† the required fee shall be $11 to upgrade a standard basic driverís license or standard non-driver identification card to a REAL ID basic driverís license or REAL ID non-driver identification card;†

†††† (2)†† the required fee for the initial issuance of a REAL ID basic driverís license shall be the amount set forth in subsection m. of R.S.39:3-10 and the amount set forth in section 4 of P.L.2001, c.391 (C.39:3-10f4) for a digitized photograph, except as these amounts may be adjusted pursuant to section 16 of P.L.2007, c.335 (C.39:2A-36.1); and

†††† (3)†† the required fee for the initial issuance of a REAL ID non-driver identification card shall be the amounts set forth in section 6 of P.L.1980, c.47 (C.39:3-29.7) for the REAL ID non-driver identification card and the digitized photograph, except as these amounts may be adjusted pursuant to section 16 of P.L.2007, c.335 (C.39:2A-36.1).

 

†††† 2.††† This act shall take effect on October 1, 2022 and shall expire on September 30, 2023, except the Chief Administrator of the New Jersey Motor Vehicle Commission may take such anticipatory administrative action in advance as shall be necessary for the implementation of this act.

STATEMENT

 

†††† This bill provides for a one-year waiver of certain fees imposed by the New Jersey Motor Vehicle Commission (MVC) related to driverís licenses and non-driver identification cards.†

†††† Specifically, the bill provides that during the period beginning October 1, 2022 and ending September 30, 2022, the MVC would not impose fees for: (1) the renewal of a non-driver identification card; (2) the renewal of a commercial driver license; (3) the renewal of a motorcycle license or endorsement; (4) the renewal of a basic driverís license; and (5) the digitized photographs required for the issuance and renewal of each license or non-driver identification card.† During this period, the fee imposed for upgrading a standard basic driverís license or non-driver identification card to a REAL ID basic driverís license or non-driver identification card would be reduced to $11.† However, the bill would not reduce the fees imposed for the initial issuance of a REAL ID basic driverís license or non-driver identification card.

†††† As part of the proposed Fiscal Year 2023 Budget, the Governor recommended a one-year waiver of the imposition of renewal fees for driverís licenses and non-driver identification cards.† This bill is intended to effectuate this recommendation.
