with committee amendments

The Assembly State and Local Government Committee reports favorably and with committee amendments Assembly Bill No. 3786.
As amended, this bill revises the manner by which a tax collector may become certified in the collection of property taxes in municipalities that operate on the State fiscal year budget cycle, rather than on a calendar year budget cycle.
The bill revises the process for certification as a tax collector for State fiscal year municipalities by allowing a candidate to simply take an additional State fiscal year tax collection course, established by the Director of the Division of Local Government Services in the Department of Community Affairs, in order to attain that certification.
As amended and reported by the committee, this bill is identical to Senate Bill No. 762 (1R), which was also reported by the committee on this same date.
COMMITTEE AMENDMENTS:
The committee amended the bill to:
· Specify that the Director of the Division of Local Government Services in the Department of Community Affairs may establish the State fiscal tax collection course;
· Make various provisions of the bill contingent on the establishment of the course; and
· Make various technical changes, including changing the reference to a college or university to an institution of higher education.
