      The Assembly Transportation and Independent Authorities Committee reports favorably Assembly Bill No. 3505, with committee amendments.

      As amended and reported, this bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission (chief administrator) to waive the fees for a non-driver identification card if an applicant, at the time of application, submits proof that the applicant is enrolled in a public assistance or social service program, as defined in the bill.

      The bill also authorizes the chief administrator to waive the fees for a non-driver identification card for any applicant who is a person with a disability.  Under existing law, non-driver identification cards are valid for life for persons with a disability and no renewal fee is charged to them.  This bill authorizes the chief administrator to waive the initial fee, which is already current practice of the commission, and to waive the digitized photograph fee.

 

COMMITTEE AMENDMENTS

      The committee amended the bill to provide that the chief administrator may waive the fees for a non-driver identification card for any applicant who is a person with a disability, to change the synopsis, and to make a grammatical correction.
