      The Assembly Telecommunications and Utilities Committee reports favorably Assembly Bill No. 3195.

      As reported, this bill permits an electric public utility, electric power supplier, or basic generation service provider to enter into an agreement with the owner of any building to provide for the installation or use of a solar energy system in the building.  The bill also provides that the owner of the building may be required under the agreement to provide financial compensation, including the solar renewable energy certificates derived from the production of electricity by the solar energy system, to the electric public utility, electric power supplier, or basic generation service provider in exchange for the installation or provision of the solar energy system. 

      Under the bill, a “solar energy system” is defined as any system that produces electric energy derived from solar photovoltaic technologies to provide all or part of the heating, cooling, or general energy needs of a building.
