SYNOPSIS

     Requires Attorney General to perform outreach and provide services to victims of human trafficking under certain circumstances.

An Act 1[establishing a pilot program in certain municipalities to make grants available to non-profit organizations] requiring the Attorney General1 to perform outreach and provide services to victims of human trafficking 1under certain circumstances and supplementing Title 52 of the Revised Statutes1.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The 1[Department of Law and Public Safety shall establish a three-year pilot program to make grants available to non-profit organizations to] Attorney General shall exercise its authority as head of the Department of Law and Public Safety and chief law enforcement officer of the State to utilize the resources of the department to1 perform outreach in the community and deliver services to victims of human trafficking in conjunction with 1[law enforcement agencies] other governmental entities1, the Victims of Crime Compensation Office, and other victims’ rights organizations 1, through means as the Attorney General deems appropriate, including, but not limited to, the use of a Statewide victim service provider or other public agencies or private service providers, component divisions of the department, family justice centers, or any other resources that may be made available for this pupose1

     1b.1    The 1[pilot program] Attorney General1 shall be 1[established] authorized to establish within the limits of funds made available for this purpose, a pilot program to award grants to service providers to perform outreach and deliver services to victims of human trafficking1 in 1[the six]1 urban municipalities with the highest crime index in this State, according to the most recent Uniform Crime Report prepared by the New Jersey Division of State Police and in 1[six]1 municipalities that are located near 1[ports] major maritime transportation hubs1 and have significant minority populations, as determined by the Attorney General.  Application to the pilot program shall be made on forms and pursuant to procedures prescribed by the department 1[.

     b. The department Attorney General shall submit a report evaluating the implementation and operation of the pilot program to the Governor and, pursuant to the provisions of section 2 of P.L.1991, c.164 (C.52:14-19.1), to the Legislature within 90 days after the completion of the pilot program.  The report shall recommend] , and upon completion, any pilot program shall be evaluated to determine the effectiveness of the pilot program, with a recommendation as to1 whether the pilot program should be continued, expanded, or made permanent.

     2.    This act shall take effect immediately 1[and shall expire upon the filing of the report required pursuant to subsection b. of section 1 of P.L.    , c.    (C.        ) (pending before the Legislature as this bill)]1.
